The Odisha 7th Pay Matrix is a revised salary structure implemented for state government employees under the Odisha Revised Scales of Pay (ORSP) Rules, 2017. This pay matrix replaced the previous pay bands and grade pay system, aiming to provide a clearer, transparent, and enhanced framework for employee remuneration.
Implementation and Effective Date:
- The 7th Pay Matrix was implemented effective from January 1, 2016.
- Revised salaries based on this matrix started being drawn from September 2017, with arrears paid in installments, easing the fiscal burden on the state.
- About 8 lakh employees and pensioners have benefited from this reform.
Structure and Features:
- The pay matrix is structured into horizontal “Levels” representing different employee roles and vertical “Cells” indicating annual increments.
- Employees move vertically down the cells within their level as they earn annual increments.
- A uniform fitment factor of 2.57 is applied to the existing basic pay under the previous ORSP Rules, 2008, to determine the new basic pay.
- This simple matrix replaces the older complex system of pay bands and grade pay, making pay fixation and career progression easier to understand and implement.
- The matrix includes inflation of basic pay, leading to higher gratuity ceilings and modification of Group Insurance Schemes (GIS).
- Pension calculations are revised based on this new pay matrix.
Sample Pay Levels and Their Equivalent Grade Pay:
- Special Secretary: Level 17, Grade Pay ₹9000
- Additional Secretary (OAS, OFS): Level 16, Grade Pay ₹8800
- Additional Secretary (OSS): Level 15, Grade Pay ₹8700
- Joint Secretary: Level 14, Grade Pay ₹7600
- Deputy Secretary: Level 13, Grade Pay ₹6600
- Under Secretary: Level 12, Grade Pay ₹5400
- Nursing Tutor/Clinical Instructor (Direct Recruit and on Promotion): Level 9, Grade Pay ₹4200
- Section Officer: Level 10, Grade Pay ₹4600
- Senior Nursing Tutor/Instructor: Level 10, Grade Pay ₹4600
- Principal Tutor: Level 11, Grade Pay ₹4800
Pay Fixation Process:
- The old basic pay amount (previous pay band plus grade pay) is multiplied by the fitment factor of 2.57.
- The resulting figure is rounded up to the nearest cell within the employee’s assigned pay level in the matrix.
- This ensures a standardized and equitable update in salaries across all levels.
Benefits:
- The pay matrix simplifies pay structure, improving transparency and easy comprehension for employees and administrators.
- It ensures a fair and systematic career pay progression linked to annual increments and promotions.
- Financial benefits include increased take-home pay, higher gratuity limits, and enhanced pension benefits.
- The system also addresses many pay anomalies experienced under prior pay systems.
In essence, the Odisha 7th Pay Matrix is a significant reform that aligns the state’s government employee pay scales more closely with central government standards, promotes equity, transparency, and better management of public payrolls. It marks a move toward standardized and progressive salary benefits for Odisha government employees across various departments and ranks.
