Led by Chief Minister Mohan Charan Majhi, the Odisha delegation began its five-day international outreach in the UAE on a strong note, securing major MoUs and advancing strategic partnerships with leading global businesses and investors.

The delegation engaged with prominent West Asian conglomerates, sovereign wealth representatives, and industry leaders across Abu Dhabi and Dubai on the opening day of the September 8–12, 2026 visit. The discussions focused on attracting investment, strengthening trade, expanding industrial infrastructure, and advancing the vision of a prosperous, sustainable and economically vibrant Samruddha Odisha.

IHC and Adani Partnership Expands to 14 Mega-Projects

The visit began with an intensive strategic roundtable involving business verticals and subsidiary arms of Abu Dhabi-based International Holding Company (IHC). The meeting was attended by Syed Basar Shueb, Managing Director and CEO of IHC, Karan Adani, Managing Director of Adani Ports and SEZ, and Sagar Adani, Executive Director of Adani Green Energy.

A major outcome was the signing of an umbrella MoU between the Government of Odisha, IHC and the Adani Group. The agreement covers 14 high-impact projects across sectors including downstream metals, critical minerals, slurry transportation pipelines, green energy components, port-led industrial infrastructure, healthcare, tourism and skill-development hubs.

The delegation also advanced discussions on site selection for a major integrated aluminium facility. Proposed locations include Kalyansinghpur Tahsil in Rayagada district for the alumina refinery and Sadar Sundargarh Tahsil in Sundargarh district for the smelter complex.

Odisha Strengthens Trade Ties with Indian Business & Professional Group

To strengthen direct trade connections and expand Odisha’s exports, Chief Minister Majhi met senior representatives of the Indian Business and Professional Group (IBPG) in Abu Dhabi, led by President Rajiv Shah.

The Odisha Government and IBPG signed a Memorandum of Cooperation focused on expanding exports of Odisha’s agricultural and marine products to the Middle East and North Africa (MENA) region.

The partnership highlights opportunities for products such as GI-tagged turmeric, ginger and processed seafood. It also outlines opportunities for contract manufacturing for major UAE brands and supports the international deployment of Odisha’s skilled workforce.

Borouge Invited to Develop Paradip Petrochemicals Ecosystem

Odisha also stepped up efforts to expand its downstream chemical and petrochemical ecosystem through a bilateral meeting between Chief Minister Majhi and Hazeem Sultan Al Suwaidi, CEO of Borouge Plc.

The state government invited Borouge to establish a world-scale downstream chemicals complex linked to Indian Oil Corporation Limited’s proposed naphtha cracker at Paradip.

With Borouge’s expertise in polyethylenes and polypropylenes, the proposed collaboration could support the development of high-value downstream applications across packaging, infrastructure and mobility manufacturing, strengthening Paradip’s role as a major industrial and petrochemical hub in Eastern India.

Odisha Opens New Infrastructure Investment Opportunities

The day concluded with an exclusive investment roundtable chaired by Chief Minister Majhi and attended by UAE institutional investors and infrastructure fund executives.

The Odisha leadership presented investment opportunities under the Public-Private Partnership (PPP) framework, with a focus on port expansion, logistics corridors and industrial park development.

The first day of the UAE outreach established a strong foundation for the delegation’s broader engagement, combining industrial investment, international trade, infrastructure development and global partnerships in support of Samruddha Odisha.
